A metered billing platform with mobile field reading capture, tariff versioning, arrears tracking and an online customer payment portal.

Readings were captured on paper, keyed in weeks later, and frequently transposed. Tariff changes were applied retroactively by hand, which meant disputes could not be settled from the records. Arrears were tracked in a spreadsheet that only one person maintained.

We treated the tariff as versioned data rather than configuration. Every bill records which tariff version produced it, so any historical bill can be recomputed and explained.

Readings moved to a mobile app used by meter readers, with photo capture and GPS stamping at the point of reading.

Readers capture readings on a phone, including a meter photograph. Bills generate against the tariff version in force for the period, arrears age automatically, and customers view and pay online. Every adjustment is attributed and timestamped.
